    青云学府位于安丘市新市区206国道旁，高中部占地300余亩，建设规模为108个教学班，教职工450人，三年后在校生达到6000余人。学校建筑面积10万余平方米。

    安丘市在潍坊属于教育大市，最迟也应在2007年普及高中阶段教育。按照这一要求，近几年内，全市平均每年须有22000多名初中毕业生升入高中阶段学习。由此看来，普通高中招生规模若再停留在现有的水平上，是远远不够的。只有大力发展民办教育，开展合作办学，进一步扩大办学规模，才能尽快满足普及高中阶段教育的需求。

    利用青云学府优越的办学条件开展合作办学是一项双赢的事业。作为青云学府来讲，通过合作办学，扩大了学校办学规模，满足了本市初中毕业生的升学愿望，为全市普及高中阶段教育做出了贡献；作为外方来讲，在青云学府现有办学条件的基础上，加大学校投入，不仅可以使学校获得更大、更快地发展，也能获得可观的经济效益。

    项目总投资1.5亿元，其中基建投资1亿元，设备投资4000万元，流动资金1000万元。
（四）原材料及配套条件
    水、电、汽供应充足，交通便利，其他配套设施完善。
（五）经济效益分析
    预计年办学收入：根据当地群众收入情况，按每生每年缴费4000元计算，办学三年后，学校每年的收入是：4000×6000=2400万元。办学成本：按目前省定标准，普通高中生均年公用经费650元，则学校每年支出经费：650×6000=390万元。由此推算，学校每年可获得收入为：2400-390=2010万元。用于教师工资发放和学校持续发展。

    Qingyun School is located at the side of Highway 206, Shibei District, Anqiu City. Its Senior Middle School Department covers an area of 300 mu. It has 108 classes, 450 teachers and other employees. The number of students will reach 6,000 in 3 years.

    The construction area of the school is more than 100,000 square meters. The whole investment is 150 million yuan.
(3) The situation of the Field
    Anqiu is a large educational city in Weifang. It will enforce senior middle school education before 2007. According to this demand, there must appear about 22 thousand new senior middle school students in recent years. From this side, it is not enough to keep the present scale. The only way to settle the problem is to develop more cooperating schools to enlarge the scale.

    Running the Qingyun School on the current condition is a two-win enterprise. For Qingyun School, by cooperating with social strength, it can enlarge the scale of school, satisfy the need of entrance into senior middle school to those primary school graduates, and contribute to enforcing the senior middle school. For investors, the current condition will surely bring great profits to them.
(3) Scale of the Investment and Building
    The total investment of the project is 150 million yuan, including basic construction investment 100 million yuan, equipment investment 40 million yuan, current assets 10 million yuan.

    The ample water and electricity resources, steam supply, and convenient transportation will supply an ample guarantee of success.
(5) Analysis of the Economic Profits
    Based on the income situation of local residents, a senior middle school student must pay 4,000 yuan a year for his/her study. Then we can forecast the annual income after 3 years: 4,000×6,000=24 million yuan. According to the standard of Shandong province, the average business cost of a senior middle school student is 650 yuan a year. So the annual cost of the school is 650×6,000=3.9 million yuan. The annual profit of the school is 24－3.9=20.1 million yuan.
